The transportation industry has traditionally grouped fleets by what they do: waste and recycling, parcel delivery, utilities, transit, construction, or long-haul trucking. Those distinctions make perfect sense from an operational standpoint.
From a safety perspective, however, there may be another way to look at risk.
Not all fleet miles are created equal.
A mile traveled on an interstate presents a very different challenge than a mile driven through a dense urban corridor or a residential neighborhood, with frequent stops, pedestrians, cyclists, parked vehicles, and constant interactions with traffic. Distance matters, but so does the environment in which those miles are driven.
One way to think about that difference is the complexity of the driving environment.
How many times does a vehicle stop during a shift? How often does it reverse? How frequently does it interact with vulnerable road users? How much does the driving environment change over the course of a day? How many decisions must an operator make in rapid succession?
Viewed through that lens, waste and recycling operates at a very high end of the operating complexity spectrum—alongside parcel delivery and other urban fleets, where the driving environment is among the most demanding in commercial transportation. Drivers may make hundreds of stops during a shift while repeatedly entering and exiting traffic, operating in close proximity to vulnerable road users, navigating constantly changing conditions, and making thousands of decisions over the course of a day. Waste operations also introduce additional complexities, including frequent reversing, operation of collection equipment, and close coordination with workers on foot.
These operating conditions have also made waste fleets an early proving ground for technologies and approaches that are now spreading across commercial transportation. Camera systems have improved driver visibility. Direct vision vehicle designs have reduced blind spots. More recently, AI-enabled video and advanced driver assistance systems have given fleets additional ways to identify risk before it becomes a crash.
The broader lesson is that selecting the right technology is only the beginning.
Technology selection absolutely matters. Different tools provide different capabilities, and choosing the right solution is an important decision. But experience also shows that technology alone rarely determines outcomes. How organizations implement, monitor, and use those tools every day is equally important. That requires clear operational processes and management practices that answer practical questions such as: Who reviews the data? How often does that review occur? How frequently are operators coached? Are recurring issues identified across the fleet? Are supervisors given the time and resources to turn information into action?
The answers to these questions—and many others—often determine whether an investment delivers measurable safety improvements or simply produces more data.
Perhaps that is the most practical lesson waste and recycling offers the broader transportation community.
Because the work is so demanding, fleet managers have long understood that meaningful progress rarely comes from a single initiative. Vehicle design, route planning, maintenance, driver training, supervisor coaching, and clear expectations all contribute. Each reduces risk in a different way, and together they produce stronger results than any one measure could achieve on its own.
As commercial fleets continue evolving, one lesson from waste and recycling stands out: not all fleet miles are created equal. Understanding the complexity of the driving environment may become just as important as understanding the vehicle itself.
